Waste circular economy promotion and parks developing plan in Taiwan

This project summarizes the cases of foreign circular economy parks, proposing the feasibility assessment suggestions of building integrated waste treatment parks in Taiwan. Supplemented by investigating the current status of domestic general waste treatment facilities, and looking into the potential model, type, pros and cons applicable and economic benefits for the integrated parks. In order to facilitate the development of the integrated park, the "National Waste Circular Economy Park Construction Plan" (draft) was completed. For the purpose of promoting the integrated park concept, the 3D digital image of the park was developed. There are four major tasks regarding this project. (1) Propose the "National Diversified Waste Circular Economy Policy Blueprint", and set goals based on the national waste treatment needs and plans to improve the effective use of overall energy resources. It is recommended that the incineration plant be upgraded to increase the thermal design value and high-efficiency power generation, and the organic waste treatment selects the optimize technology of pre-treatment and anaerobic fermentation. (2) Develop the “National Guidelines on the Health Risk Assessment for Large-scale Incineration Plants” proposing the work structure and methods, and establish consistent and executable evaluation methods. It is recommended to select an incineration plant with the highest risk potential in the short term according to the region for demonstration. (3) Develop the "Feasibility Assessment of the Central Real-time Control System of Large-scale Incineration Plants in Taiwan", propose the implementation and procedures, feasibility plan, and integration requirements. It is recommended to use the Internet of Things and cloud service systems to integrate the three existing systems, including SWIMS, CEMS and DCS systems, combined with application programs of cell phone to receive and manage monitored data in real time. (4) Develop the “General Waste-Derived Fuel Composition Verification Evaluation Analysis”, sampling and analyzing the key components of waste derived fuel produced by household after conducting the sorting process. It is recommended to plan the selection and process of sorting equipment according to character of feed and the RDF requirement of the end user. In terms of administrative coordination, this project assisted in completing 13 review meetings of the Technical Advisory Committee for diversified waste treatment plans, 5 on-site counseling meetings for diversified technical expert committees, 5 national novel waste treatment technology site visit activities, 1 technical forum and the Taitung County Waste Energy Resource Center (formerly an incineration plant) efficiency improvement project guidance work.
